Why Minecraft Says "Too Expensive" (and How to Fix It)
When an anvil operation would cost 40 levels or more in Survival, Minecraft shows "Too Expensive!" and blocks it.

What causes Too Expensive?
The main cause is the prior work penalty, an extra level cost from earlier anvil repairs and enchantment combinations. Each such use doubles the previous penalty and adds 1. Renaming alone does not increase it. For a fresh item, the progression is:
| Anvil uses | Penalty (levels) |
|---|---|
| 0 | 0 |
| 1 | 1 |
| 2 | 3 |
| 3 | 7 |
| 4 | 15 |
| 5 | 31 |
A combination charges both inputs' penalties alongside the work cost. The output's penalty is twice the higher input penalty plus 1, so merging with an already-worked book can raise an item's penalty faster than this simple sequence.
How to avoid Too Expensive
- Combine in an optimal order. Plan before using the anvil; a cheaper order can keep individual steps below 40 levels.
- Combine books with books before applying them to the item. A balanced merge tree reduces repeated work on the same item. The best plan may apply some costly books directly and merge cheaper books first.
- Avoid repeatedly renaming or repairing the same item. Repeated repairs increase the penalty. Renaming alone still costs levels, but does not increase the penalty; adding a name during other work adds 1 level to that operation.
- Use Mending. It repairs durability with collected XP without another anvil repair, helping avoid further penalty increases.
Check compatible books in the enchantments list and plan your experience with the XP calculator. Extra XP cannot bypass a blocked Survival operation. If the item is already too costly, a different order cannot undo past work.

FAQ
Does Creative mode have a Too Expensive limit?
No. Creative mode has no Too Expensive level limit for anvil operations.
Is the limit the same in Java and Bedrock?
Java Edition caps Survival anvil operations at 39 levels. Bedrock also has a Too Expensive restriction for costly repairs and enchantment combinations; do not assume it allows unlimited-cost work. Renaming-only behavior differs between editions, so check the displayed cost in your version.
Can I reset the prior work penalty in vanilla Minecraft?
A grindstone resets the repair cost (prior work penalty), but removes non-curse enchantments; curses remain. There is no vanilla way to simply clear the penalty while keeping all your enchantments. Mending repairs durability without increasing the penalty, but does not reset it.
Does renaming increase the prior work penalty?
Renaming adds 1 level to the operation cost, alongside any applicable prior work penalty. Renaming alone does not increase the penalty. When you rename while repairing or combining enchantments, that repair or combination counts as an anvil use and increases the resulting penalty; the name does not add a second use.
